Social mortgage for young families is available to couples who have not yet reached 35 years of age. At the same time, they need to stand in line to improve their living conditions. Under this program, the state can provide a subsidy for the purchase of housing in the amount of up to 35% of its appraised value, and in the presence of children - up to 40%. To get help, you first need to apply to the district administration, providing passports; Marriage certificate; documents confirming income and recognition of the family in need of better housing conditions; an extract from the house book and a copy of the personal account. The money received from the state can be used as an initial payment when obtaining a mortgage loan from a bank. The lending procedure itself will be no different from obtaining a regular loan.

The Military Mortgage program is available to servicemen, under which they may not pay at all on a mortgage loan. Every year, a certain amount of money is transferred to the account of military personnel participating in the NIS (accumulative mortgage system) (222 thousand rubles in 2013). After three years of participation in NIS, they can receive a certificate that confirms their right to receive a targeted loan. After choosing a property, military personnel can transfer funds from their savings account against the down payment on a mortgage at a bank participating in the program. The bank is provided with a standard package of documents, as well as a certificate of an NIS participant.

You can send maternity capital funds to pay off mortgage debt. But for this, maternity capital should not be used for other purposes. The Pension Fund is engaged in transfers of maternity capital to repay the mortgage loan. It is there that you need to apply with the appropriate application, to which you must attach a loan agreement and a copy of the certificate.

Also in Russia there are programs that are designed for young professionals who work in the public sector. In particular, for young teachers and scientists. They are provided with preferential interest rates, as well as special conditions for the accumulation of initial contributions. Young teachers under the age of 35 can get a mortgage at 8.5% per annum, and young scientists - at 10-10.5%. Teachers can receive a subsidy of up to 20% of the cost of housing. Young scientists will receive a housing certificate from the Russian Academy of Sciences.
