Step 1

Organize a founding meeting with more than 15 people or 5 law centers. At this event, a decision should be made to establish a cooperative. It is also necessary to approve the Charter and select the governing bodies of the organization.

Step 2

Write and certify with a notary an application for state registration of a consumer cooperative. Submit this application to the registration authority for registration along with the following documents: a list of the organization's activities; ownership or lease agreement for the premises in which the cooperative will be located; passport data and TIN of the founders or an extract from the Unified State Register of Legal Entities for legal entities; passport data and TIN of the head of the organization.

Step 3

After the registration documents are received, make a seal and open a bank account. You will also need to register with extra-budgetary funds.

Step 4

Design and organize a control system. To do this, you must submit an application to the Federal Service for Financial Markets and provide this organization with a copy of the Cooperative's Charter, internal control rules, an order on the appointment of a responsible person to address key issues.

Step 5

Join a self-regulatory organization of consumer cooperatives. In accordance with part 3 of article 44 of the Federal Law of July 18, 2009 No. 190-FZ "On Credit Cooperation", you must do this no later than three months after the creation of the organization. Before joining a self-regulatory organization, a cooperative has no right to accept new members of society and attract funds from shareholders. If this does not happen within the period specified by law, then the cooperative may be liquidated on the basis of the request of the authorized federal executive body.
