Step 1
Determine if the account can be transferred to another person. This procedure can be performed only for an adult citizen of the Russian Federation who is registered and lives in this living space. At the same time, he must have a certain income that will allow him to pay utility bills.
Step 2
Talk to family members about the possibility of opening multiple personal accounts. This will allow you to distribute utility bills if more than one person lives in the apartment. It should be noted that a personal account can be divided in equal shares or determined for a specific room.
Step 3
Obtain written consent from all family members living in this apartment for a personal account census. If someone is against such actions, then the dispute can only be resolved in court.
Step 4
Gather a package of documents that are needed to amend the lease agreement and register a new personal account. It consists of: a certificate of income at the place of work, a BTI plan and a cadastral passport, an extract from the house book, as well as a copy of the current financial and personal account. Write an application for reissuing a personal account for another person or dividing it into several family members.
Step 5
Submit the application with the package of documents to the office of the Office of the Department of Housing Policy in your area. If all documents are drawn up correctly and there are no claims from other family members, then you will receive a new personal account within the established time frame. It is also necessary to sign an amended rental agreement.
Step 6
Apply with a statement of claim to the court if it was not possible to rewrite the personal account in this way. In this case, it is necessary to obtain from the UDZHPiZhF a written justification for refusing to carry out this procedure.
