On July 30, 2011, a new version of the "Agreement on the rules of licensing in the field of foreign trade in goods" came into force. According to this legislative act, the validity of a customs carrier license cannot begin more than 3 months later than the date of submission of documents for its registration. Therefore, calculate in advance exactly when you plan to start your activity as a customs carrier, so as not to waste either time or money.
Instructions
Step 1
Register your organization as a legal entity with the tax authorities and receive statistics codes indicating the type of activity (transportation). Open a bank account.
Step 2
Build a fleet and rent or buy and insure garage, warehouse and repair facilities.
Step 3
Contact the Department of Transport to obtain a transport license, where you will need to submit the following documents:
- copies of the constituent documents of the enterprise;
- certificate of registration with the tax authorities;
- copies of documents for the right to own or lease vehicles and their technical passport;
- information about employees;
- copies of certificates of ownership of the premises or a copy of the lease agreement;
- insurance certificate.
Step 4
After that, you will need to work in the domestic transport market for at least 3 years before you can apply to the branch of the Customs Union for a license.
Step 5
Invite a customs officer to issue you a certificate that your vehicles are suitable for transportation under customs seals and seals.
Step 6
Check out the Unified List of Goods to which the restrictions and prohibitions on export and import apply before entering into foreign trade contracts.
Step 7
Prepare the following documents:
- copies of the constituent documents of the enterprise;
- copies of the concluded export-import contracts;
- copies of documents for the right to own or lease vehicles and their technical passports;
- information about employees;
- copies of certificates of ownership of the premises or a copy of the lease agreement;
- certificate of open bank accounts;
- extracts from the balance sheet and financial statements, certified by the head;
- an auditor's report on the state of the company's financial statements;
- bank guarantee;
- contracts for the carriage of goods (one for each quarter during the last 3 years);
- insurance certificate.
Step 8
The term for issuing a license is 30 days. It will be valid for 3 or 6 years, at the choice of the company and with the consent of the Customs Union.
