Imports of goods from China are increasing every year. An increase in the flow of goods in this direction leads to increased control by the state. To deliver cargo from China without any problems, it is necessary to take into account all the conditions of the upcoming procedure even before concluding a contract.
It is necessary
- - contract with the supplier
- - contract with a transport company
- - contacting a customs broker
Instructions
Step 1
Enter into a trade contract with a supplier. Indicate in it all the basic terms of the transaction, the amount of payment, terms and conditions of delivery. Attach to the contract a specification with the full name of the goods, their quantity and the price of each item. Issue a transaction passport at the bank and pay for the cargo. Sign a contract with a transport organization that will deliver the goods to your warehouse. Agree in advance the delivery time and book a container or wagon. The representative of the transport company will contact your Chinese counterparty - be sure to check this step. After your cargo is ready and shipped, start preparing documents for customs.
Step 2
The package of documents that you must submit to customs includes the following items:
- Contract and specification.
- Payment orders upon payment for cargo and transport services (it is on the basis of the sum of the figures in these documents that the customs value of the goods will be determined).
- An invoice from the supplier, a copy of the packing list.
- Transaction passport.
- Technical description of all items of the cargo (to determine the TN VED codes)
- Certificate of origin of goods (provided by the Chinese side and is called GSP Form A)
- China Export Declaration.
- Bill of lading or bill of lading for cargo.
- Certificate of registration of the trademark (if the cargo has one).
All documents must be translated into Russian and certified by a certified translator, or at the Chamber of Commerce and Industry of your city.
Step 3
Provide a ready-made package of documents to a customs broker with whom your company has previously entered into a service contract. The broker will make his own adjustments and give you time to correct mistakes. After examining the documents, the broker will determine the amount of customs duties and other fees. After paying the duty, the broker fills out a cargo customs declaration and submits it to customs. Upon arrival, the cargo is placed in a temporary storage warehouse in the customs control zone. The inspector can schedule an inspection of the goods, if required. To do this, you will need to unpack it and provide samples of the product. After all the necessary procedures, the customs decides to release the cargo, and you can pick it up.
