Various federal print and electronic publications go through this procedure in the central office of this department in Moscow, regional ones - in the administration of their constituent entity of the Federation. Print media with a circulation of up to 999 copies inclusive are not subject to registration. An order for more copies without a media registration certificate will not be accepted by any printing house.

Step 1
Fill out the media registration application. You can download its form on the Roskomnadzor website
It is best to do this on a computer and then print.

The same file contains a list of documents attached to the application, from which you should select the ones that are relevant for your case.
Step 2
Pay the state fee. Its size depends on the scale (federal, regional, city, etc.), the form of distribution (separate state fees are provided for news agencies and electronic media) and subject matter: for a number of publications, for example, cultural and educational, the rates are reduced, for advertising and erotic - increased.
If the founder is an individual, the state duty is paid through Sberbank. It is better for legal entities to make a transfer from the current account of their company.
An important point - in the column for the purpose of payment, you must indicate the exact name and form of media distribution. Details for paying the state duty for registering regional media can be found on the website of the Roskomnadzor administration for the subject of the Federation, for federal ones - the central office.
Step 3
When submitting documents by a representative of a legal entity, he will need a power of attorney to submit documents on media registration and obtain a certificate, certified by the signature of the head of the organization and its seal.
Individuals acting on their own behalf need a copy of their passport.
If an individual has the status of an individual entrepreneur and uses a seal, it will not be superfluous to make such a power of attorney on behalf of the individual entrepreneur for himself as an individual.
Step 4
Legal entities include in the package of documents an up-to-date extract from the Unified State Register of Legal Entities, and individuals - a photocopy of the passport (personal data and registration at the place of residence).
The registration address of an individual is also considered the address of the editorial office of the media outlet founded by him.
You do not need to certify a copy of your passport.
Step 5
It is also necessary to attach a document in free form about the actual address of the founder for correspondence.
For example: "I hereby inform you that my actual address is such and such."
If you wish, you can write in it about your consent to receive a media registration certificate by mail. But it is safer to do it personally, and it will not be superfluous to write about your disagreement with sending a document by mail in this document.
Step 6
When all the documents are collected, it remains to submit them to Roskomnadzor in person or through a representative. And a month later or even earlier, depending on the workload of a particular Roskomnadzor unit, if the documents are in order, you can take the ready-made certificate.
