Holders of maternity capital certificates have already begun to receive payments assigned by the state. To take advantage of the opportunities provided, it is necessary to wisely dispose of these targeted funds and competently draw up the necessary documents.

Step 1
Having received a certificate for maternity capital, carefully read the current legislation. According to Article 6 of the Law on Maternity (Family) Capital, its amount is revised every financial year taking into account the effect of inflation and is approved by the law on the federal budget. The indexation of the size of the remaining part of the family capital is carried out in the same way, if you already receive funds under this certificate confirming your right to state support for families with children.
Step 2
Please note that in 2012 the size of maternity capital is 387,640 rubles. Annually, no later than September 1 of the current financial year, the Pension Fund of the Russian Federation is obliged to inform certificate holders about the amount of their maternity capital. You will receive a document showing and confirming the amount of your family capital.
Step 3
Having a certificate, after 3 years from the date of birth (adoption) of a child, you can partially or completely dispose of these funds, guided by article 7 of the Maternity Capital Law. Direct the funds to improve living conditions, get your child (children) education, or increase the funded part of the retirement benefit. It is also possible to use capital in all of the above areas at the same time.
Step 4
Take the opportunity to receive a one-time annual payment from maternity capital for the urgent needs of the child (children). A certain amount is planned for this direction. In 2012, it is 12 thousand rubles.
Step 5
Please note that if you have debt on loans for the purchase or construction of housing, you can partially or fully use the amount of maternity capital, regardless of how much time has passed since the birth (adoption) of the child. It should be borne in mind that in case of full use of the funds, you will receive a notification to terminate the right to state support for families with children.
Step 6
To arrange payments taking into account your choice of the disposal of maternity capital, contact the territorial body of the Pension Fund at the place of registration (actual residence), having previously found out the opening hours. You can competently draw up a statement and clarify the list of required documents by consulting with specialists. If there are unsolvable contradictions, take a receipt for the refusal to accept your documents and contact a higher authority.
Step 7
Keep in mind that all submitted applications are reviewed within a month. Then you will receive a notification from the territorial body of the Pension Fund either about the provision of funds, or about the refusal to do so, indicating the reasons. For all questions that arise, be sure to consult with the specialists of the Pension Fund or higher organizations.
