MTS is also a fairly successful cellular operator in the Russian market. It has a fairly high quality of communication, and not only in open areas, but also inside buildings and premises. The coverage area of this provider, of course, is not the same as that of Megafon, but not small either. The prices for the tariffs offered by MTS are too high, since you can find tariffs with the same options from other operators, but cheaper.
Tele2 is a foreign company, which was bought by the international financial group VTB after leaving the Russian market. This mobile operator offers the most favorable tariffs in terms of price, which is undoubtedly a big plus. But on the other hand, this is the provider with the smallest coverage area and frequent communication failures.
