Step 1
Please note that when calculating the rent, you must take into account the total area of the premises for which you pay monthly. The number of residents registered (living) in this area, as well as the number of beneficiaries. Utilities are represented by hot and cold water supply, sewerage, gas and electricity supply.

In general, there are about a hundred different parameters that can affect the amount of the bill, for example, the eligibility for subsidies and compensation. You should know: the calculation of the amount of rent and utility bills for each personal account is made individually based on its unique data. Charges can be made both on the basis of meter readings and in accordance with the developed standards. If you could not promptly report the meter readings, then payments will be charged in accordance with the existing tariffs.

Or in connection with the provision of a certificate of the absence of owners (tenants) of residential premises. It is interesting to know that the calculation of payments is limited to 25 types of services. This is due to the fact that exactly so many items can be placed on a standard payment form.

If you have a delay in current payments, ask how correct the penalty interest is. With regard to the payment of a penalty for late payments, then this is quite legitimate if you have violated the payment deadlines. To prevent debts from accumulating like a "snowball", you should proceed as follows.

It is necessary to submit a written application demanding the provision of a calculation, in which the procedure for calculating debts and penalties will be viewed. In case of an unreasonable refusal to provide the requested information, you have the right to file a complaint with Rospotrebnadzor or the prosecutor's office.
Step 8
When filing a complaint, refer to clause 49 of the standard approved by the Government of the Russian Federation No. 307 dated May 23, 2006, according to which the contractor (HOA or Housing Construction Company) is obliged, at your request, to check the payment for the provided utilities and no later than 3 working days issue relevant documents. They must provide information confirming the correctness of the calculation of utility bills and penalties.
