According to Deputy Prime Minister T. A. Golikova, in 2019, non-working pensioners are expected to receive two increments to their pensions. The first indexation will take place in February, while the pension will increase by the percentage of inflation. The second is scheduled for April, here a significant role is assigned to the reserves of the Pension Fund of the Russian Federation. Thus, according to the forecasts of the Pension Fund, next year it is planned to increase pensions for non-working pensioners by 7.05%. This statement does not apply to working pensioners, for them such indexation of pensions is not provided.

According to Golikova, citizens stop working and retire at different times, funds are accumulated throughout the year, but the indexation will be carried out "with some advance."

Next year, the Ministry of Finance plans to raise the average pension to - 15,367 rubles, and by 2024 by 35 percent compared to the level of 2018, which will amount to 20,000 rubles.

Earlier, the Prime Minister of the Government of the Russian Federation Medvedev has already announced a gradual increase in the retirement age and announced an annual increase in pension by 1000 rubles. This measure is due to the reduction in the number of working citizens. Since there are more and more non-working pensioners every year, the burden on employed persons is only increasing. This causes concern for the head of government, who believes that the imbalance will "lead to an imbalance in the pension system." Medvedev also promised to maintain early retirement benefits for citizens working in hazardous industries, as well as women with many children (5 or more children), visually impaired, Chernobyl victims and other categories.

Unemployment benefit for aged citizens

At the same time, the Ministry of Labor of the Russian Federation has already prepared a draft law that provides for the introduction of criminal liability for employers for the dismissal of such workers. The department has developed mechanisms to protect the labor rights of aged citizens. This project includes a proposal to increase unemployment benefits for persons who have reached the pre-retirement age. Currently, the maximum subsidy rate is 4,900 rubles. The Ministry of Labor has proposed increasing the amount of the benefit to the subsistence level.

The ongoing pension reform will not affect current pensioners. They, as before, will receive the due payments, in addition, their pensions will increase.
