Rules and norms for paying child support in kindergarten

The amount of mandatory monthly contributions from parents is calculated individually for each preschool educational institution. It may depend on the direction of the kindergarten (simple, elite, with advanced education for children, etc.), the financial situation of a particular institution, as well as the city and region.

When placing a child in kindergarten, parents are required to sign an agreement on the provision of preschool educational and upbringing services. It should describe in detail the procedure for their payment, taking into account all costs. This may include expenses for food, preschool education, daily activities, supplies, etc. By signing the agreement, the parent undertakes to donate the appropriate amount no later than the specified deadline, otherwise the child may be expelled from the educational institution.

If there is a need to urgently collect an additional amount of funds, for example, in order to organize special leisure activities for children or to repair certain premises to give them an optimal level of comfort, the head of the institution is obliged to draw up an additional agreement indicating the required amount and the direction of expenses. In accordance with Federal Law No. 135 "On Appraisal Activities in the Russian Federation", any additional fundraising by educational institutions is not mandatory and is carried out only with the consent of both parties to the agreement.

Control of payment for preschool educational services is the responsibility of the head of the kindergarten and his deputy for educational work. Educators who lead the groups, submit a monthly report to the higher management and report on the fulfillment of the parents of the children of their financial obligations. In each group, a parenting committee can be organized, which will also ensure that the money for the maintenance of children is paid on time, influence negligent moms and dads and fight any disturbances.

If any of the parents refuses to pay for educational and upbringing services, the head of the institution or his deputy conduct a personal conversation with him, the purpose of which is to achieve the repayment of the existing debt as soon as possible. Communication should be literate and cultured. It should start with finding out the reasons for the debt, which can be respectful or disrespectful. The first includes a difficult family situation: the presence of several children, the loss of a breadwinner or other relatives, deterioration in health, dismissal from work, etc. The second is to find any excuse to avoid additional costs.

If the parents have documented valid reasons for the occurrence of the debt, the repayment of the latter can be postponed at the request of the kindergarten management. An additional agreement is concluded with the parent about payment by installments for a certain period. In the absence of valid reasons, a severe reprimand is issued with a warning of a possible punishment and the appointment of a debt repayment date.

If the parents continue to deviate from the terms of the agreement concluded with the institution, more drastic measures must be taken. The organization has the right to terminate the agreement unilaterally and exclude the child from kindergarten. Also, chicken breeding can apply to the prosecutor's office in order to conduct a check against the defaulter, for which a well-written application should be submitted. This is necessary in order for the parents to pay off the existing debt, even if they refuse the services of a preschool educational institution. After the inspection, the debtor will be sent a notification on the procedure and timing of repayment of the debt to the organization.
