Licensing of certain types of entrepreneurial activity is considered one of the effective instruments of state control over private business. For example, in order to open an insurance company or a credit organization, an entrepreneur must first obtain a license.

Step 1
Russian legislation defines the term "licensing" as "the statutory need to obtain a license, reissue it, terminate it, suspend or revoke it." Certain types of entrepreneurial activity are subject to licensing. Your business in none of these areas will not be legal until you obtain a license. The law considers the minimum validity period of a license to be five years, and in some cases it can be valid indefinitely.
Step 2
The list of bodies that have the right to issue a license is specified in the Decree of the Government of Russia “On licensing certain types of activities”. The procedure for obtaining such a permit begins with a written application from the entrepreneur to the appropriate licensing authority. It must contain the following information:
- the name of your organization, indicating the physical and legal address;
- the name of the variety of your enterprise (LLC, CJSC, etc.);
- information confirming the fact of registration of your legal entity.
A businessman carrying out his activities in the form of an individual entrepreneur will also have to provide complete information about his place of residence, passport data and TIN.
Step 3
In addition to the application, provide the licensing authority with copies of the constituent documents (previously notarized) and a receipt for payment of the state duty at the Sberbank of the Russian Federation.
Step 4
After the licensing authority has received all the required documents, a five-day process will begin to verify the correctness of the information you provided. After a thorough check of the documents for compliance, the body will make a decision and draw up a written opinion. In the event of a refusal, it must indicate the reasons for the refusal and ways to eliminate them as soon as possible.
