The fact of the introduction of a new system of enhanced control from November 24, 2014 was announced by Alexey Alekseenko, a representative of the Rosselkhoznadzor. According to him, all trucks will undergo an additional inspection procedure at the Russian-Belarusian border, even if they have already been checked by specialists from a friendly state.
According to Mr. Alekseenko, the purpose of introducing this innovation is better and more effective control over possible unfair food supplies from prohibited countries (EU member states, USA, Canada, Australia and Norway). So the leadership of the Rosselkhoznadzor suspects that part of the products from trucks traveling through Russia to Kazakhstan and other countries may illegally settle in the country.
Alexey Alekseenko also noted that the Russian side has enough competent employees who will be able to inspect all trucks at six border checkpoints. That is, control over episodic risks will be carried out with all possible efficiency.
But not all industry specialists and entrepreneurs are so positive about the situation. For example, Alexander Knobel, an employee of the Gaidar Institute, believes that in fact, Mr. Alekseenko announced the ban on transit from Belarus. Moreover, the agreements concluded between the member states of the Customs Union do not exclude the unilateral introduction of such measures. The latter, purely legal fact, was confirmed by Ilya Rachkov, a partner of King & Spalding, who reviewed the terms of the agreement on the Eurasian Economic Union.
“I understand the concerns of the Russian side, but, in my opinion, our control is quite sufficient and thorough. We check each truck, compare phytosanitary certificates and other accompanying documents. does not trust and wants to repeat the procedure - please, but I consider it a waste of energy, said an employee of one of the checkpoints of the Belarusian side.
