Commissioning is the final stage of construction. Article 55 of the Town Planning Code of the Russian Federation establishes the procedure for putting a real estate object into operation. For commissioning, a special permit must be obtained.

Step 1
A permit to put an object into operation is a document certifying the implementation of construction, reconstruction, overhaul of a real estate object in full in accordance with a permit for the construction of such an object, the urban planning plan of the land plot on which the object was built, and its design documentation. In order to obtain such a permit, the developer must apply for a permit to commission the facility to the authorized body (federal executive body, executive body of a constituent entity of the federation or local government).
Step 2
Together with the application to the authorized body, you must also submit:
1. documents for a land plot - a lease or purchase and sale agreement, an order for the provision of a land plot for lease or ownership. Those. title documents.
2. building permit.
3. urban planning plan of the land plot (GPZU).
4. act of acceptance of the object by the customer (if the construction was carried out on the basis of a contract).
5. documents confirming the compliance of the facility with technical regulations, project documentation. Such documents must be signed by the developer.
6. documents confirming the compliance of the object with technical conditions
7. the conclusion of the building supervision authority.
8. layout of the object.
In some cases, other documents may also be required.
Step 3
Permission to put the facility into operation is issued in the form established by law. It should display information about the object in the amount necessary for the implementation of the state cadastral registration of the object. Actually, the presence of a permit is the basis for putting the object on state cadastral registration.
Step 4
If you were denied a permit for commissioning, then the refusal can be challenged in court. However, the legislation contains a number of reasons why state bodies have the right to refuse to issue such a permit. It:
1. lack of required documents.
2. inconsistency of the constructed object with the requirements of the GPZU.
3. inconsistency of the constructed object with the building permit and design documentation.
