The right from the father or the adoptive parent of the child to receive a certificate for maternity capital and to dispose of it arises if the mother of the child is declared dead, deprived of parental rights or has committed a deliberate crime against her child (Government Decree No. 873 of 2006-30-12).

Instructions
Step 1
If you are a father, guardian or adoptive parent of a second or subsequent child and at the same time there is no mother for the indicated reasons, contact the territorial Pension Fund of the Russian Federation to obtain a certificate. Fill out the application, the form of which has a unified form and is issued on the spot upon contact.
Step 2
Show birth certificates of all children, your passport, documents confirming that the child has no mother. This can be a death certificate, a court order and a photocopy of the deprivation of a woman of parental rights, a decision to imprisonment for a crime related to an attempt on the life or health of a child.
Step 3
Based on the submitted documents, you will be issued a certificate within 30 days. The money can be disposed of as soon as the child turns three years old, but if you had a mortgage or a targeted loan that you spent on buying a home or improving housing conditions, you do not need to wait three years. You have the right, immediately after receiving the certificate, to present documents and write an application for receiving funds.
Step 4
The money will be transferred to the account of the credit institution by bank transfer. With the help of maternity capital, you can repay part of the existing loan or pay off the entire amount if 387,640 rubles 30 kopecks are left to pay - exactly this amount is issued for a certificate from January 1, 2012.
Step 5
In order to dispose of funds, in addition to an application, present a passport, a birth certificate of all children, a certificate, a loan agreement, a certificate of ownership of the purchased housing, a bank statement on the amount of debt, documents confirming the child's absence of a mother.
Step 6
You have the right to dispose of the maternity capital, having received funds by bank transfer for the education of any child or send him to the funded part of your labor pension, as well as to renovate housing or build your own housing.
