2008 was declared the year of the family. During this period, many interesting initiatives were developed and announced. Some of them concerned the provision of additional assistance to large families. How tempting is the prospect of creating a large family in terms of state support?
Regional maternity capital
Most of the constituent entities of the Russian Federation have developed laws providing for the payment of regional maternity capital in addition to the federal one. Such a right is given to families in which a third or subsequent children are born. The size of the payment and the conditions for its use generally coincide with the federal maternity capital. But there are also differences. For example, certain regions allow the use of funds for the treatment of a child. The payout amount varies greatly. In the Central Federal District, it averages 100 thousand rubles.
According to the law adopted in Bashkortostan, regional maternity capital is issued only in the case of adoption (adoption) of a child. And its size is equal to the federal maternity capital.
Payment of monthly benefits for the third child
According to the measures of social support, children of large families are paid monthly allowances. Its amount is insignificant and is established by regional laws. An allowance is paid up to 18 years of age.
The third child gives the family the opportunity to receive additional financial resources. Most regions have developed bills allowing large families to receive additional regional benefits for the birth of their third and subsequent children. The amount of the allowance corresponds to the subsistence minimum per child in the region and is indexed annually. The allowance is issued immediately after the birth of a baby and up to three years.
Issuance of a land plot
The issue of allocating land plots to large families was discussed very actively. In each separate region, it was decided taking into account the available opportunities. On average, the size of the allocated area is from 6 to 15 acres. Some regions do not have the ability to allocate land for construction within the city, for example, St. Petersburg and Moscow, therefore, plots for the construction of a house are allocated to large families in the adjacent territories within the boundaries of the region.
A whole microdistrict has been created in Tambov, in which large families will be able to receive land plots. In some areas, this right can only be exercised by those families who are on the waiting list to improve their housing conditions.
A few more little joys
The birth of a third child gives the family additional benefits. In particular, free meals at school, compensation for the purchase of school uniforms every three years, compensation for parental fees for kindergarten in the amount of 70%, compensation for utility bills in the amount of 30%, free provision of medicines by prescription for up to 6 years, free visits to museums once a month, pre-school and educational preference.
