Such innovations are needed to raise property taxes and increase government revenues. Recall that real estate includes: rooms and apartments, residential buildings, structures and premises, utility buildings, parking spaces and garages. The tax is calculated by the Federal Tax Service of Russia, and then sent to citizens in the form of a tax notification.

Real estate tax for individuals

The change in the procedure for calculating tax deductions has been planned for a long time. The innovations to change the calculation of the tax on housing in the Russian taxation system were introduced in 2016 and are designed for 5 years. Obviously, a phased nature is necessary so that property owners have time to get used to the new calculation parameters. After all, a sharp transition to new rules and an unexpected reform of the tax system can provoke a storm of discontent from the side of taxpayers.

Let's consider how the real estate tax is calculated. Calculations are performed according to such a formula as: real estate tax = (cadastral value - tax deduction) * share size * tax rate.

Note that the tax rate for Russian taxpayers will remain unchanged at 0.1%. However, at the initiative of the regional authorities, the tax rate in cities of federal significance may be increased. The maximum possible tax rate is determined in the Tax Code. At the same time, citizens, as before, will be able to receive tax deductions for housing.

Real estate tax for legal entities

From the new year, legal entities will pay property tax based on the cadastral value. The tax rate is fixed in regional laws, but may differ for different entities, categories of organizations and types of property. The exact size of the rate for a specific period and the amount of tax can be found on the official website of the Federal Tax Service of Russia. The maximum rate provided for by the Tax Code of the Russian Federation for legal entities is 2.2%.

Property tax incentives

Federal benefits exempt property owners from the tax liability. Thus, the following are exempt from payment of property tax: pensioners, heroes of the Soviet Union, disabled people and other categories of citizens provided for by law. Note that some categories of organizations also have real estate tax benefits. For example, specialized prosthetic and orthopedic enterprises, law offices, religious organizations, state scientific institutions and others.
