Systemic refers to the most reliable banks that have large assets and have a significant impact on the country's economy. There are more than 10 such organizations in Russia.
Systemically important banks are key links in the country's credit and financial system. They are responsible for shaping banking policy and make a significant contribution to the Russian economy. The activities of such institutions in the Russian Federation are regulated by the Supervision Department of the Central Bank of the Russian Federation. Their list is annually updated taking into account the requirements set forth in the regulation under number 3174-U “On the determination of the list of systemically important credit institutions”.
The main criteria for assessing banks as potential systemically important structures are the size of the credit institution, as well as the amount of funds raised, including deposits from private clients and organizations. After being recognized as a systemic institution, it receives full support from the Central Bank, and even if it begins to experience difficulties in the future, remedial measures are applied to it. This distinguishes systemic banks from ordinary banks, which are most often liquidated when it is impossible to comply with financial obligations.
Every year the number of systemically important credit institutions approved by the Bank of Russia changes. In 2017, the list included 10 banks, and in 2018 their number increased to 11. It is these organizations that control over 60% of the total assets of the Russian banking sector. At the moment, the list of systemically important banks is as follows:
- AO UniCredit Bank (registration No. 1);
- Bank GPB JSC (registration No. 354);
- PJSC "Bank VTB" (registration No. 1000);
- ALFA-BANK JSC (registration No. 1326);
- PJSC Sberbank (registration No. 1481);
- PJSC "Moscow Credit Bank" (registration No. 1978);
- PJSC Bank FC Otkritie (registration No. 2209);
- PJSC "ROSBANK" (registration No. 2272);
- PJSC Promsvyazbank (registration No. 3251);
- JSC Raiffeisenbank (registration No. 3292);
- JSC Rosselkhozbank (registration number 3349).
These credit institutions are required to comply with short-term liquidity indicators. In addition, they have special capital requirements under Basel III. Allowable short-term liquidity is established for systemically important banks in accordance with the 57th article of the federal law "On the Central Bank of the Russian Federation (Bank of Russia)", which entered into force at the beginning of 2016.
Studying the list of system banks is also useful for ordinary depositors. This allows you to make sure of the reliability of the organization in which you plan to invest personal funds, as well as to use other financial services in full confidence in the bank. The corresponding list also significantly affects the value of shares of credit institutions.
