Step 1

Define the goals of the organization. These can be charitable, social, cultural, scientific goals, health protection, ecology, satisfaction of the spiritual needs of citizens. Provide for the implementation of entrepreneurial activities by the public organization in accordance with its goals and objectives.

Step 2

Think over and choose a name for the organization. It should reflect the territorial scope of activity (local, regional, interregional, etc.). A public organization has the right to carry out its activities only on the territory of the entity on the territory of which it is registered and has its own structural subdivisions. When choosing a name, proceed from the fact that it should reflect the purpose of the organization and be unique.

Step 3

Determine the composition of the founders of the organization. These must be capable individuals or legal entities (public organizations). To register a public organization, at least three founders are required.

Step 4

Prepare a package of documents for submission to the registration authority:

- a statement certified by a notary;

- Charter;

- minutes of the decision on the creation of a public organization;

- documents confirming the right to use the legal address;

- a receipt for payment of the state duty.

Step 5

Submit the package of documents to the registration authority (Ministry of Justice). Registration takes about two months. Upon consideration of the documents, the inspector of the Ministry of Justice makes a decision on the registration of a public organization or issues a reasoned refusal. The Ministry of Justice sends documents after registration to the tax authority for making an entry in the Unified State Register of Legal Entities. After that, the documents are returned to the Ministry of Justice.

Step 6

After the Ministry of Justice receives the documents from the tax authority within three working days, you (the applicant) must receive a certificate of state registration. From that moment on, a public organization is a legal entity with all the rights and obligations arising from this fact.

Step 7

Contact the tax authority and the statistics authority for registration of the appropriate types of accounting, get the appropriate certificates.

Step 8

Open a bank account, then notify the tax authority within five days.

Step 9

Register a legal entity in off-budget funds (Pension Fund, Mandatory Medical Insurance Fund, Social Insurance Fund). After that, you have the right to fully carry out the activities provided for by the Charter of the public organization.
